I have also tried Tino's workaround, and it has no effect for me too.
But I could disable the overlay scrollbar with the next command:

gsettings set com.canonical.desktop.interface scrollbar-mode normal

(enable works with the command:

gsettings reset com.canonical.desktop.interface scrollbar-mode

as Tino has mentioned)

With this workaround I can get the traditional scrollbar in gnumeric (no
restart needed), but it is not a real solution.
