I made a test on Debian 7 where debirf is also used in version 0.33 and
the problem there is a dependency conflict after the xserver package is
setup.

But as you mentioned in your comment. After your fix the problem is the
following:

Setting up gnupg (1.4.14-1ubuntu2.1) ...
initctl: Did not receive a reply. Possible causes include: the remote 
application did not send a reply, the message bus security policy blocked the 
reply, the reply timeout expired, or the network connection was broken.
The script you are attempting to invoke has been converted to an Upstart
job, but lsb-header is not supported for Upstart jobs.
insserv: warning: script 'kmod' missing LSB tags and overrides
insserv: warning: current start runlevel(s) (0) of script `halt' overrides LSB 
defaults (empty).
