I believe it is ca.archive.ubuntu.com -- it is the auto-select on installations in Canada and the select widget just says "mirror for Canada" but I think that's what goes into the sources.list. The archive is missing many drivers and packages; I usually realize it's been reset again when I'm going through one of those "10 things to install after installing Ubuntu" articles or trying to debug proprietary wifi or nvidia cards -- could be the ca archive only carries the truly GNU wares but neglects to mention that the others are available on the main archive?
