Yes, this bug definitely occurs at 14.04. I'm not sure if it did NOT occur under 13.10, because I upgraded to 14.04 immediately after installing 13.10, and didn't log back into Ubuntu in between.
I have since found this issue reported here: https://bugs.launchpad.net/ubuntu/+source/lightdm/+bug/1261818 It appears to be an "input focus" issue with the password box whereby any keypresses with the exception of Capslock are not reflected in the password box. My current workaround is: If you right hand click on the password box, then left hand click back into it, input focus is restored and you can now enter your password. Note that I also experience the bug inconsistently like user thotz does: sometimes you can type your password in as normal, other times you have to use the workaround with the mouse. Also note that, once logged in, the keyboard works 100% OK.
