Seriously, this can't be called a feature. I've never seen any other operating system do this. Why does Windows not need this? Why does Ubuntu need this? Doesn't Ubuntu have a journalling file system? Then, why should this check be done, at all?
Do you have any statistics of desktop computers that prove that this is required or was this feature chosen because someone just found it useful? Also, you can't tell every user to go to the console to turn this annoying "feature" off.
