In cases where one wants to produce a system image with a lot of locales
supported (e.g. supporting a number of collations for user selection in
various programs), it's easiest to generate a ton of locales.  However,
locale generation is easily the slowest step of such a
image/debootstrap, by a rather lot.

It looks like Arch Linux has both inherited locale-gen and decided to
patch it up to support parallel execution, some speed gains, so there's
some prior art here:
