Ubuntu Trusty/14.04 already has mercurial 2.8.x
Ubuntu Saucy/13.10 will not receive an update unless it satifies the
requirements of a Stable Release Update (SRU):

None of the reasons you mention ("performance improvements as well as
new features") are sufficent for SRU, so I'm going to mark this bug
report as 'Fix Released' since Trusty is already updated.
I suggest that you install ubuntu-dev-tools package and file a backport request
with the requestbackport tool as outlined here:
https://wiki.ubuntu.com/UbuntuBackports
This will open a new bug reports against the appropriate package.
