The report makes sense, and I see how it could happen. I don't think the proposed solution would work though, as it doesn't account for download or installation failures, or other possible mishaps during the process. There seem to be some architectural problems here (the scope doesn't actually do the install, the download manager does, and the complete signal is sent after install, not after download), and I'm not sure what the best way to deal with these cases would be.
