according to Richard comments "Not a bug with upstream. Using jhbuild, or
fedora this bug will not appear. It
is a bug with Ubuntu. g-p-m installs 22x22, 24x24 and scalable, and it looks
like ubuntu have a patch to always select the scalable at < 24px, which is a
bug."
