> Insecure directory in $ENV{PATH} while running with -T switch at
/usr/bin/pg_ctlcluster line 247

Can you please show me the output of

  ls -ld /sbin /bin /usr/sbin /usr/bin

? Seems the permissions on those got changed by you (or some package) to
something insecure.

** Package changed: postgresql-9.1 (Ubuntu) => postgresql-common
(Ubuntu)

** Changed in: postgresql-common (Ubuntu)
       Status: New => Incomplete

** Summary changed:

- package postgresql-client-9.1 9.1.9-1ubuntu1 failed to install/upgrade:
subprocess installed pre-removal script returned error exit status 1
+ package postgresql-client-9.1 9.1.9-1ubuntu1 failed to install/upgrade:
insecure $PATH
