Ubuntu 13.10 already has this line in /etc/sane.d/gt68xx.conf:

usb 0x07b3 0x0462
and /lib/udev/rules.d/40-libsane.rules has
ATTRS{idVendor}=="07b3", ATTRS{idProduct}=="0462",
ENV{libsane_matched}="yes"
so I'm hoping this is mostly fixed. I don't have this model of the
scanner for actually testing myself.
You probably still need to copy the firmware manually. Non-
redistributable binary blobs are a pain.
