Public bug reported:

For people who use internet connections with pppoe (adsl connections for
instance) pppoeconf is an essential tool, as without it there is no
internet connection possible.

Not everyone has a router to handle pppoe and provide dhcp.

This is a quick, temporary fix, so that untill ubuntu offers a neat way
to set up  non-dhcp internet at least those who know about pppoeconf can
get online.
