I'm using Ubuntu 14.04 dev with kbd 1.15.5-1ubuntu1 and wanted to change
KEYBOARD_RATE and KEYBOARD_DELAY in /etc/kbd/config but even after a
reboot and login on tty1 I'm still seeing the defaults as if the options
would still be commented. To test this I have set the delay and the rate
manually with "kbdrate -d 1000 -r 100" and all is working fine then.
