Not sure we discussed that in the past, but for such configurations
where we have a gsettings key synced to accountsservice, what do we
consider the canonical source/configuration? is that still gsettings?
(e.g what should the phone app use)

if that's gsettings, what is responsible for updating the accountsservice side 
when the value change (we are adding code to ubuntu-system-settings to do it, 
but if the value is changed by some other way (gsettings command line, phone 
app itself, some third party software)? 
Do we expect each "client" to have that "synchronization" code?

Note that for the desktop background case on the desktop we did patch
gnome-settings-daemon/nautilus to update the service, those are services
running all the time, it means the configuration tools don't need to
each re-implement the sync code
