Yeah, sometimes things take longer time than you think they should. In
this case, though, the change does not seem to be obvious; please see
https://sourceware.org/bugzilla/show_bug.cgi?id=14510
To fix it to your liking for yourself you can edit
/usr/share/i18n/locales/es_MX and then run
sudo locale-gen es_MX.UTF-8
And if you want to help getting it right for all Linux (not only Ubuntu)
users, please get involved in the discussion on that sourceware.org bug
report.
