I think you're probably right to resist changing UDM. However, I also don't accept the idea that this should be assigned to click, because any package built with click >= 0.3 is already just fine (i.e. I already fixed this bug properly from my point of view, by adjusting the file format so that we can detect Click packages purely based on content rather than by relying on extensions); and the number of packages built with earlier versions of click should already be very low and should dwindle to zero over time, especially if we actively encourage this.
Maybe this is essentially what Mozilla calls an "evangelism" bug - that is, we need to go and get the relevant third-party developers to update their packages.
