Please sync netmate 0.2.0-3 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Add 01-Fix-Linking.patch to fix ftbfs with --as-needed
Should be fixed in debian.
WARNING: I have not test built this since i temporarily am missing internet
