Please sync libselinux 2.2.2-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Fix cross build, no need for a different prefix.
  * Merge from Debian unstable.  Remaining changes:
    - Mark -dev package as Multi-arch: same.
