Ubuntu 13.04/Raring (and its 3.8.x kernel) only have very basic support for Haswell. You should be using Ubuntu 13.10 or later (and Raring is about to go EOL anyway). At the very least, run a newer kernel on your Raring install so you have better modesetting support.
