Public bug reported:

If I start a terminal from nautilus or desktop and open a new tab, the
tab's working directory is always set to / (i.e. system root).  However
if the terminal is started normally (not from nautilus), it works as
expected i.e. opens the new tab in the directory I'm currently in.
