I can't participate directly in this bug anymore because I've done a reinstall.
Having said that, the following configuration now *works* for me. Ubuntu-Gnome 13.10 install (from scratch) Gnome-next ppa Gnome-staging ppa TLP from https://launchpad.net/~linrunner/+archive/tlp TLP properly manages my power settings, and gnome-shell suspends via its menus, via the system hotkeys and resume properly brings up the network.
