Christopher, this time I tested 3.2.0-030200rc4 for Oneiric and 3.2.0-030200rc4 for Precise. Both were taken from the kernel-ppa and installed in Oneiric and Precise correspondingly.
Oneiric, 3.2.0-030200rc4: all is well. Precise, 3.2.0-030200rc4: USB mouse is not detected properly and cannot be used at all. But then: Precise, 3.2.0-23 (from the 12.04 distribution ISO image): USB mouse is detected properly but horizontal scrolling is broken. Precise, 3.1.5-030105: USB mouse is detected properly but horizontal scrolling is broken. This is an excerpt from Oneiric's syslog that is generated when the USB mouse is plugged in. This is 3.2.0-030200rc4.
