Sorry for the slow response. When I observed the problem, I must assume that I was in "Browse" mode - that is the default mode, right?
But I no longer have the problem - what I observed back in October 2013 does not reproduce today - today I /can/ use the link in the PDF file. Well, it is not the same okular version, either - it has moved from 4.11.2 to 4.11.3. So I guess we've better close the bug.
