This bug is in maliit-framework and gets fixed by upstream git commit
ea4ed5ec38704264e787631b89b1aba62c72049a ("Inputcontext to properly
notify orientation with native portrait displays").
No idea how to tie this bug to lp:phablet-extras/maliit-framework (which
is where we hold your modified copy of maliit-framework) though.
