Gnome removed & hard-coded toolbar style setting from gtk-3.10. Earlier
it was possible to add

"gtk-icon-sizes = panel-menu-bar=16,16:panel-menu=16,16:gtk-large-
toolbar=16,16:panel=8,8:gtk-button=16,16"

to ~/.config/gtk-3.0/settings.

But now, gtk-icon-sizes are completely ignored. This is a too drastic
change to land on a LTS release. In other desktop-session like  gnome-
flashback/mate there is no way to change panel-menu/toolbar-menu sizes &
icons.

I am using gtk+3.0 (3.10.7-0ubuntu1) & the regression still exists. Will
Ubuntu patch it back?
