I'm not able to reproduce this when entering a guest session from the login screen when no regular user is logged in.
If I enter a guest session from within a regular session, switch to console and switch back, it prompts for the password of the regular user, not the (non-existent) password of the guest. I really don't think that the original issue is present any longer.
