Even though it may seems as an apport bug, the faulty code is located at /usr/share/apport/package-hooks/source_gnome-shell.py which should be reported against the gnome-shell-common package, however since the system reporting the error is using a gnome ppa, even that package may be provided by the ppa instead of the official repositories.
