This is easily reproduce by chaning the window size of a virtaulbox
In the real world this would happen when switching the display from your 
1366x768 laptop sceen to your 1920x1080 television

it is not just the wallpaper, it is also the desktop icon placement that is 
affected
This issue appears to be a one way issue, it seems to work fine if yo atart 
with a large sceen and switch to the smaller 

to reproduce boot and login with the virtul box window smaller than the
max size and then maximise the windw once loaded and everything has
loaded

This has been confirmed using nvida hardware (GT 430 chip) and nvida
drivers on real hardware
