I'm not comfortable with enabling this unless it includes a viable cert-
checking story.  Fortunately I think I have one; see my comments in bug
833994.

I think we can probably SRU this to precise, yes.  However, I want to
get it all done end-to-end (including both HTTPS preseeding and package
acquisition over HTTPS) in trusty first, otherwise there'll be a lot of
confusion during verification as people observe that it's only half-
complete.
