Great ... Fixed it (for me) ... maybe my solution works for you too?

The problem seems to be the "ibus-config". I started "ibus-setup" and
under "Eingabemethode/input method" I activated the option "Aktive
Eingabemethode anpassen/configure active input method(?)" and selected
the already activated "german" layout (and also deleted the english
layout that appeared right after a ibus-setup restart, but maybe this
also helped). Now the settings are static no matter if I reboot or
[r]estart the gnome-shell.
