I think there might still be a problem in system-settings when a download is started before the updates panel is opened (i.e. by the first call when system-settings starts up). You should be able to verify if this is the case by making sure there's an update available, being on auto-download-on-wifi, opening system-settings, waiting a little bit for it to start downloading (not sure how to verify this is happening), then going to the updates panel and seeing if progress is displayed correctly and such. It might be a bit difficult given the above linked comment, though.
