Public bug reported:

System hangs after shutdown command, showing only the word "ubuntu" and
the five dots changing color.

After one hour I forced the laptop to shutdown.

After investigation, it turned out that the router had gone down,
neither the desktop (connected by cable) nor the laptop (connected by
wifi) could contact the router.  After rebooting the router both systems
behaved normally.
