1. The package "sysvinit" is right:
/etc/init.d/checkfs.sh (which seems to be the script in question) is in package
"initscripts" and this comes from the "sysvinit" source package.
2. It seems to check, if it's on battery, using "on_ac_power". Looking at the
script, to see if you can find a hint why it fails, might help.
I cannot test anything, because I have no laptop.
