mkdir -p debian/locales
localedef -c -f UTF-8 -i es_VE debian/locales/es_VE.UTF-8

expected result:
-> no stdout/stderr exit 0

actual result (stderr + exit 1):
LC_MONETARY: value of field `int_curr_symbol' does not correspond to a valid 
name in ISO 4217

the localedef invocation is done during localechooser & ubiquity builds.
It used to work in 2.18.
