The preselected language in the language chooser is not detected
correctly in accordance with what's stored in accountsservice.
Consequently, if I select some other user but the last selected one, and
not explicitly select the desired language before logging in, I may be
surprised by a session with an undesired display language.
This issue is probably of the same nature as the issue reported in bug
#1282139.
