To reproduce the steps do:

- add clock to XFCE panel
- right-click --> features
- new(?) option "Time and Date settings"  --> new window comes up
- "unlock" with root password
- change "configuration" from 'manuell' to 'time from time server'
-- new window opens up  -->  NTP is not installed
--- click on "install NTP support"
Error:
Could not install package
The necessary applications to install the package could not be found.
