Public bug reported:
The playback rate locking is on by default, and should be off by
default. This is problem, since the default playback rate is somehow
8000Hz, so every time I restart or suspend/resume, I have to unlock the
rate. And even if the default rate was something else (48000) then all
44100 stuff would play incorrectly.
The item from alsactl is:

This happens with Feisty and Gutsy (Tribe CD 4 installed)
