I've tried running the GetInstance.java test case pulled out of http://hg.openjdk.java.net/jdk7u/jdk7u-dev/jdk/rev/c5d869453212 in a Precise development environment, and can confirm that it aborts with the "Cannot find any provider supporting RSA/ECB/OAEPPadding" exception when run using 6b27-1.12.6-1ubuntu0.12.04.4 but completes with no error when run using 6b30-1.13.1-1ubuntu2~0.12.04.1 from the PPA.
