I am also affected from this bug, using 13.10 (saucy). I think this bug is a possible duplicate of https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/1261639 Also there seam to be a lot more people affected: http://askubuntu.com/questions/362973/keyboard-layout-switches-to-english-each-time-i-reboot
