You should not normally use dpkg-deb by hand to create packages; you
should create a proper source package instead (which would call dpkg-deb
under the hood, but this is typically done by helper programs such as
dh_builddeb; the presence of the DEBIAN directory is an invisible
implementation detail if you're using debhelper).
In any case, the "DEBIAN" directory it operates on is a binary control
directory, which is *not* the same format as the source package
directory "debian". Making them be the same would break absolutely
everything.
