Could be related to #93273. I remember in Feisty, I had to add alsa- utils restart to the suspend/resume scripts to get the audio working, because after suspend, the 2496 card was in its initial state with the rate locking on and rate set to 8000 even if it was working before suspend.
It might be that the card is not properly initialized on boot/resume. Also one thing I saw after fresh install (beside the rate locking): The patchbay/router showed that H/W Out 1 (L) was set to H/W In 2, and H/W Out 2 (R) was PCM Out 2. This is in line with #30540, giving only one channel and about 1/4 speed (if user was playing 44100 and output was 8000, the speed is roughly 1/5) Also, when rate is locked and jackd is started with some other sample rate, soon jackd will start giving those "delay of NNN usecs exceeds estimated spare time of MMM; restart ..." as in #90469.
