I seem to be able to still trigger this error message
"FileNotFoundError: /var/lib/system-image/blacklist.tar.xz" on image
#212 with ubuntu-system-settings 0.1+14.04.20140218.1-0ubuntu1

Easily reproduced. Go to system settings -> updates. Choose to install
the update, but while it's downloading, pull up the toolbar and press
"back". Go back into "Updates" and after a while the error appears. Is
this a separate bug or the same?
