Public bug reported:

Sometimes is happens that , when I click to the xfce4-mixer applet in a panel 
and it comes up, (XUbuntu 13.10 64bit)
when I move cursor on it, to set volume level,
slider gets stuck to cursor and moves volume level to cursor position, the 
moment it gets over .

And since cursor comes from the top , sound gets too loud, since the moment 
cursor enters in slider,
sound volume gets set, like I was aether clicking or it is stuck to it.
It does not help clicking on applet in panel to bring it down and up again.
I can set up volume only if carefully click and hold volume level and move away 
from it horizonatlly and click away so it does not change sound level, when 
move cursor vertically.

After a while I could not reproduce it again, and I am not sure of exact 
moments when it starts and stops doing that,
but it does not behave like that always. If manage to understand how to always 
reproduce this, I will post it.
