Public bug reported:

I'm running Ubuntu 12.10.
I want to upgrade my system to Ubuntu 13.04 and then to 13.10.
Both CLI "sudo do-release-upgrade" and the GUI system updater want to upgrade
my system straight to 13.10 (skipping 13.04).
This behaviour is against recommendations from the official Ubuntu
documentation (only LTS -> LTS+1 upgrade-skips are supported).
This default action of the Ubuntu release upgrader might result in a broken
system.
"sudo do-release-upgrade" should upgrade to the next released version instead
of the latest available one.
