I duped this to LP: #1250817 since both bugs essentially boil down to
catching the exception and reporting it without triggering apport (i.e.
do not let the exception percolate all the way to the Python main loop).

FileNotFoundErrors coming from u-d-m should result in UpdateAvailableStatus
with an error_reason
