This bug is still present in the (as of today) current trusty thar release. I really would love to have a working WM setting as follows:
gsettings set org.gnome.desktop.wm.preferences focus-mode \'sloppy\' gsettings set org.gnome.desktop.wm.preferences raise-on-click false But the 2nd setting disables ANY raising of windows (I tried xterm and gnome-terminal).
