OK, so that works fine. So this seems to be an issue during hotplugging. I notice that in the original UdevMonitorLog.txt there is no sdb1 at all (i. e. the actual partition on the sdb drive), but it's definitively present in the kernel log (CurrentDmesg.txt). That could just be an artifact of the apport symptom not waiting long enough, or an actual kernel/udev bug, so let's try.
Please disconnect the drive, then open a Terminal, and run stdbuf -oL udevadm monitor -e 2>&1 | tee /tmp/monitor.log and connect the drive. Let it settle, i. e. wait until you see no further output for 20 seconds or so. Press Control-C to stop udevadm. Does this reproduce the faulty case, i. e. you don't get an automatic mount of the drive and a file manager popup? Please attach /tmp/monitor.log here.
