Hmm, after having reviewed the design in bug #1081843, the way scrolling
on the Launcher icon currently works is by design. I agree that rocking
the scroll wheel back and forth is very unintuitive, but I cannot change
this without Ayatana Design's consent.
I will subscribe them to this bug and try to solicit a response to see
what they want to do.
