I found a cumbersome workaround for Konqueror:
under View-Configure Backround set BLACK (menu item only visible in File View 
mode)
and under Settings-Configure Konqueror- Appearance - Set normal text color - 
WHITE

For KSystemLog the colors are always wrong.

  When setting a color scheme with white text on dark background,
  e.g. DarkBlue, the list view display in Konqueror and KSystemLog
  are unreadalbe, because of the alternate line colors and text color
  do not match the color scheme, i.e. the text color is still black.
  
  How to reproduce it:
  - Set DarkBlue color scheme in System Settings > Appearence > Colors
  - Konqueror in File View > View > View Mode > Detailed List View
  - or simply open KSystemLog
  
  Besides; The contrast slider in System Settings > Appearence > Colors
  has no effect on the colors in these these list views.
  
  + kde-hal-device-manger does show correct (and readable) colors in its list 
view,
  + also the standard KDE File Open Dialog shows the correct colors in list 
view.
