Ah, I was able to reproduce the problem with the new user: After initial login and connection to the network (creating a new default keyring, storing the wpa passphrase in that keyring), log out and back in. Reconnect to the network, and deny access to the keyring. nm-applet prompts for the wpa passphrase, and then it tries to access the keyring again. (This is the initially-reported problem)
